I just sent an email to a CIO as the network admin will not pick up the phone or responded via email for over two years.

it's often a hail mary - there are a number of reasons the decisionmaker isn't responding, and going to their boss will almost always make them angry, but it may get your deal closed.

At least I can put it to bed if the CIO doesn't respond.
I have no fear, this isn't some ruthless country that we live in.

I tend to try to do alot of internal dialing before I just decide to go above someones head. If you can get an internal transfer from the CFO to a Manager level most likely they will think it is the CFO calling and then pick up the phone
